This athlete is very difficult to assign a nationality to. He was born in Ukraine, but in a German family. His family was sent to a Siberian prison camp at the start of the War. That is where he started weightlifting. After the fall of the Soviet Union, he settled in Germany. Since the only of the 15 successor states to the Soviet Union that he has ties with is Ukraine, from his birthplace, that is the nationality that I shall assign to him.
